Democrats Propose Budget

Top Kentucky House Democrats have wrapped up a budget proposal for the next two years that includes plans to create 25,000 jobs.

House Speaker Greg Stumbo said Friday the jobs would come from funding a multitude of construction and other capital projects.

The approximately $17.5 billion spending blueprint includes a 1 1/2 percent cut to higher education in the first year and a 1 percent reduction in the second year. It includes cuts in government contracts and the number of political appointees in state government.

It doesn't make any cuts to the main funding formula for elementary and secondary education.

House leaders are hoping to get the budget bill to the full House Wednesday.
