He also recognized Ford Lawn and Landscaping for their efforts to landscape around the mural in the Riverfront Park. <\/p>\n<p>Council members discussed the waste water treatment plant progress. City leaders are still working to negotiate the terms and scope of the contract for the new facility. A tentative timeline puts the city on issuing bonds and begin construction after January and possibly having the new facility in operation during the first quarter of 2022 which will work within the timelines of Nucor to begin some operations by December 2021. City leaders are optimistic that the timing will work together to have the new waste water treatment facility ready before it is needed by Nucor.<\/p>\n<p>In other business, the council heard information related to the bids to rehabilitate the Old State Road water tower. three companies submitted bids on the project which will rehab the inside and exterior of the structure. The lowest bid was awarded to C&#038;S Services in the amount of $208,000 for the project. City Maintenance has been flushing water lines in an attempt to resolve a discoloration due to an abundant amounts of magnesium in one the city service wells. Public Works Director T.J. Hughes said the issue was discovered a few weeks ago and flushing the lines seemed to clear the problem up. The cause of the issue was found after a second period of discoloration was found and traced to high amounts of magnesium in the water from well number 3 on the edge of the river. Hughes said crews have offered several opinions including drilling a new well. The issue causes further concern because a new well has be at least 300 feet away from existing wells. City leaders will have to find a new location if a new well is deemed the solution for the problem. No immediate fix is known for the issue as the council and city leaders review the options to move forward.<\/p>\n<p>The council voted to approve the purchase of a new work truck for the Public Works department at state bid price from Ray&#8217;s Ford. City Clerk Amy Haynes also reported to the council that the lobby at City hall is closed once again due to the increasing numbers of COVID-19 cases within the county.
