The investigation began Saturday after police were notified about an infant that died. In an arrest citation, police said there was evidence the baby had been neglected and malnourished. They said she appeared dehydrated and pale.<\/p>\n
The baby was found wearing two, one-piece jumpers, wrapped in a blanket with a cradle cap with the space heater on and the door closed. EMS who responded to the scene said the baby\u2019s room was around 85 degrees.<\/p>\n
The mother of the child, 24-year-old Haley Fisher, told police she had not taken her daughter to the doctor since she was born. She said she noticed the baby started losing weight around Christmastime.<\/p>\n
When police asked her why she didn\u2019t take her baby to the doctor, Fisher said didn\u2019t have a car and had no way to get her daughter to the hospital. She did say her friends would take her to get food.<\/p>\n
Two other children, ages 3 and 1, were taken from the home and sent to the hospital to be medically evaluated. The citation said the 1-year-old tested positive for meth.<\/p>\n
In an interview with police, Fisher said that the previous Friday night, someone came to her apartment and brought her meth. She said she smoked the meth in her bedroom with the door open while all three children were in the home. Thirty minutes later, she found her baby unresponsive.<\/p>\n
Fisher said she used meth approximately every other day, and sometimes only three times a week. She admitted to police she used it when her children were home and in her room.<\/p>\n
After a search warrant was executed, investigators found several items of drug paraphernalia inside the home. Fisher was arrested on three counts of criminal child abuse and one count of possessing drug paraphernalia.<\/p>\n
She also faces one count of manslaughter and two counts of wanton endangerment.
