The Planning and Zoning Commission had voted on May 2 to deny the rezoning of the parcel from A-2 Agriculture to B-2 Business to accommodate a RV Park. Fiscal Court tabled the rezoning at the regular May regular meeting due to possible litigation by the Padgett&#8217;s and to allow time for the court to decide if they wanted to pursue their hearing on the matter. On Tuesday night, the court discussed the fact that RV Parks were only allowed as a condition use permit through the Planning and Zoning Department to meet the need of construction for the Nucor Steel mill. The condition use permit would expire after a two year period or after a specific need extension issued by the Board of Adjustments.<\/p>\n<p>Magistrates attempted to find an answer to the dilemma but quickly discovered more questions and confounding facts that include there is not an adopted RV park ordinance to guide Planning and Zoning and lack of a defined condition for to further continuances of existing RV parks. The court voted in agreeance with the Planning and Zoning Commissioner to deny the rezoning request.<\/p>\n<p>Later in the meeting, the court heard and approved the second reading of a moratorium on allowing new RV parks in the county. This will allow county leaders to develop and section in the Planning and Zoning ordinance to allow recreational RV parks instead of open lot parks.<\/p>\n<p>Fiscal Court approved the second reading of the solar moratorium for level 2 and 3 projects in the county for one year. Two projects were noted that include resurfacing of Kentucky 933 from the KY 313 to Ronnie Greenwell Commerce Road and to concrete intersection of Kentucky 228 at Kentucky 313 to fix the &#8220;pavement brake ripple&#8221; from heavy trucks from the quarry. The total cost of both projects is estimated at $651,334. An additional $598,000 is budgeted for routine maintenance and traffic in the county. The total funding amount for the upcoming fiscal year is $1,249,334.<\/p>\n<p>Internet Technology Director Joe Mangin presented a proposal to update and redesign the county&#8217;s website. The proposal would enhance cyber security and provide an easier development of the site and will allow for several new and requested features to enhance the use of the site for staff and residents. The cost of the contract is estimated at $30,000 with the website creation and migration to be done by a company who specializes in government websites. After a brief discussion magistrates unanimously approved the proposal. They also approved renewing a contract with Mangin as IT Director.<\/p>\n<p>The court opened and approved a single bid for a new open boom mower tractor. The received bid was for a John Deere 6110M cabbed tractor at a cost of $109,500 and a new boom at a cost of $88,717. The total cost was $198,217.74. During the consent agenda, the court approved the reappointment of Brad Bickett to the Planning and Zoning Board; Gary Miller and Eddie Bohannon to the Board of Adjustments; Chris Logsdon was reappointed to the Meade County Fire District; and Bonita Finch was reappointed to the Ekron Fire Protection District.<\/p>\n<p>At the beginning of the meeting, magistrates heard public comments related to billing issues and communication issues with Republic Waste. Later in the meeting, the court discussed the rate of the new contract.
