\nAt the beginning of the meeting, the council entered into a short closed session for the purpose to discuss personnel per KRS 61.810(f) they returned with no action taken during the closed session. The council proceeded to process to make an appointment to fill a vacant council seat after former councilwoman Ginger Coomes resigned her position.<\/p>\n
The Council nominated Yolanda Clark and Grant Wiles for consideration for the council position. During a paper ballot vote, the council voted 3 to 2 in favor of Clark. Clark was immediately administered the oath of office by City Attorney Jessica Brown Roberts.<\/p>\n
During the business session, council members voted to surplus and trade in a sewer jetter, which is out of service for repairs. Mayor David Pace said that city had purchased the unit used about 12 years ago and the work and age had caught up with it. He said the unit is a critical piece of equipment for the public works department. He said the price of the replacement jetter would be $50,000 after negotiations and with the trade in. The council voted to approve the purchase.<\/p>\n
The council heard the first reading of an ordinances setting the the 2024 city tax rates. City leaders took the compensating rate which slightly reduced real property tax to .191 cents per $100 of valuation. The personal property tax rate will be .3965 per $100 of valuation. The 2025 motor vehicle and water craft tax rate remains the same at 32.80 cents per $100 of valuation. The council is likely to hold a special called meeting for to hear the second reading of the ordinances.<\/p>\n
The council also heard the first reading of an ordinance amending the city’s 2012 alcohol beverage control ordinance to update the document to align with current state regulations. They also heard the first reading of a ordinance to rezone the Lawrence Street patio homes from Commercial to Residential 3 zoning.<\/p>\n
During departmental reports, Public Works Director TJ Hughes said that mosquito spraying has been reduced to every other week in an effort to control costs. The council discussed the recent price increase for a 55 gallon barrel of the chemical used to spray went from around $5,400 to $12,000. Hughes said that the city uses about 8 gallons each time crews spray.<\/p>\n
Mayor Pace reported that warranty work is still being discussed with contractors of the new waste water treatment facility. He said the facility is in full operation but city leaders are discussing items of poor craftsmanship that needs to warrantied before the project can be completed. Pace also reported that city leaders are working on compiling a committee to work on the proposed occupation tax ordinance. He said information is being waiting on from interested candidates and he hopes that committee would be seated soon.<\/p>\n
