As KASA\u2019s immediate past president, Dr. Carter has demonstrated exceptional leadership and commitment to fostering collaboration among educators, advocating for educational equity, and promoting innovative practices within schools. His recognition as the 2025 Superintendent of the Year underscores his outstanding contributions to the field of education and his unwavering dedication to the students and families of Breckinridge County.<\/p>\n
Dr. Carter assumed the role when Union County Superintendent Patricia Sheffer stepped down earlier this year to retire. <\/p>\n
