Stines is charged in the shooting death of Letcher County Judge Kevin Mullins last September.<\/p>\n
His defense planned to plead insanity in the case and filed a motion to unseal a psychological evaluation.<\/p>\n
According to the medical intake form, Stines was \u201cstill in an active state of psychosis\u201d days after the shooting happened.<\/p>\n
The evaluation also says Stines had no memory of the then-recent events and couldn\u2019t comprehend his charges or his surroundings.<\/p>\n
In a new court filing, Stines\u2019 defense also wants the case to remain in Letcher County, arguing the national media coverage means there is nowhere that hasn\u2019t been exposed to the case.
