House Bill 305, filed by state Representative Candy Massaroni, a Republican from Bardstown, would extend the statute of limitations to 10 years for people who secretly record grand jury testimony.<\/p>\n
The bill unanimously passed out of the state\u2019s House Judiciary Committee on Wednesday, and received a new name: the Crystal Rogers Act, in honor of Rogers who disappeared over the fourth of July weekend in 2015.<\/p>\n
A decade after her disappearance, Rogers\u2019 ex-boyfriend Brooks Houck and two other men have been convicted in her murder. Houck is now serving a life sentence, which he is appealing to the Kentucky Supreme Court.<\/p>\n
During the trial, prosecutors said Houck\u2019s family members secretly recorded their grand jury testimonies. The FBI discovered the recordings after a search on the family\u2019s farm eight years later.<\/p>\n
While recording grand jury testimony is illegal in Kentucky, Houck\u2019s family members have not been charged because the one year statute of limitations expired by the time detectives found the recordings.<\/p>\n
The Crystal Rogers Act now heads to the Kentucky House floor for a vote.
