Democratic Attorney General Andy Beshear is trying to block Bevin&#8217;s actions.<\/p>\n<p>Franklin County Circuit Judge Phillip Shepherd described the timing of the dispute as &#8220;uncharted territory&#8221; and said the university will have to continue functioning while the court sorts things out.<\/p>\n<p>Spokesman John Karman said in lieu of an approved budget, the school will adopt a &#8220;spending plan&#8221; that includes a 5 percent tuition increase.
