
The Muldraugh City Council revisited business items during a special called meeting Monday (9/19) evening.
The council entertained an agenda of three items for further discussion from their regular meeting last week.The council revisited the vacant seat on the City Ethics Board. The vacancy occurred after Scarlett Quillen was removed from the board. It was learned that Quillen had missed more the allowed number of meetings and had possibly discussed details of an ongoing ethics investigation with people other than the ethic board members.
Board Chairperson Annabelle Johnson has requested that Ralph Carlberg be appointed to the vacant seat. Councilman Russell Cowins voice concerns at the regular meeting and again Monday night of the candidate due to the fact Carlberg and Johnson are currently engaged to be married. Cowins stated that the board could not provide a unbiased opinion or decision on any investigation conducted due to the conflict created by spouses holding two thirds of the opinion of the findings. After several minutes of discussion, council members voted to table the issue and advertise the vacancy and to seek other candidates within the community.
The council re-discussed a request made by Jim Heaverin to have insurance benefits for his voluntary position as Code Enforcement officer. Several council members voiced concerns about the request and believed it would set the city in a wide scope of issues with other volunteer positions related to city jobs. The council tabled action on the issue until they can obtain a legal opinion.
Council unanimously approved Mayor Joseph Noon to proceed with negotiations of a lease agreement offer on the city owned property at 702 Dixie Highway.
