
A Cecilia man was arrested Saturday (9/16) night and charged with taking inappropriate photographs of a female juvenile after she went swimming.
Christopher Thomas Elkins, 43, reportedly took “voyeurism-style photographs” of the girl between January 1, 2015 and June 1, 2016, according to an arrest warrant.
The girl said she was changing her clothes in a bathroom at a relative’s home after swimming when she noticed a cellular phone being held in the window of the bathroom. After notifying a relative, the relative also entered the bathroom and observed a cellphone in the window for about 20 seconds, according to a warrant.
Authorities “found on the devices some photographs of evidence.’’ The family of the girl confirmed the photographs were of the female juvenile.
When Kentucky State Police went to arrest Elkins, he became confrontational and resisted arrest. Troopers tasered Elkins, who then attempted to force a state trooper down a set of stairs and grabbed at the leg of another.
Two state troopers received cuts to their hands and had to be treated by Hardin County EMS.
Elkins is charged with one count of possessing/viewing matter portraying sexual performance by a minor; three counts of third-degree assault on a police or probation officer; and misdemeanor resisting arrest. Elkins is being held in lieu of a $15,000 cash bond in the Hardin County Detention Center.
