A Scottsville man has been arrested for promoting human trafficking, following a police investigation.
On Wednesday, police responded to Dugas Park on a 911 call regarding a man that allegedly offered two male juveniles money for a sexual favor.
After the juveniles fled and asked a park visitor to call 911, officers located and identified 66-year-old Randal W. Osborne as the alleged perpetrator.
Osborne was arrested and charged with promoting human trafficking to a victim under 18 years old.
He is lodged in the Allen County Detention Center under a $10,000 cash bond.
