
A Louisville man is facing multiple charges after Shively police say he inappropriately touched a teenage girl while she was looking for a missing dog.
Lonza Victor Manuel, 47, is charged with first-degree sexual abuse, harassment (physical contact, no injury), and alcohol intoxication in a public place.
Police documents state officers were dispatched to the area of 2700 block of Crums Lane for a reported possible kidnapping attempt.
Officers later met with the 14-year-old victim and her family at a home near Shaffner Avenue, where the teen said a shirtless man approached her, asked for money, and then allegedly touched her, pulled on her shirt, ripping it, and grabbed her several times. Police say the teen reported the man then followed her, and the encounter was witnessed by family members.
According to the report, officers found a man matching the description nearby and noted a strong odor of alcohol. The suspect denied contact with the victim, but police say the teen later identified him. He was taken to Louisville Metro Department of Corrections without incident.
He is due to be arraigned in court on Monday, July 6.
