
Members of Meade County Fiscal Court worked through a lengthy agenda Tuesday (7/11) night during their regular meeting.
Magistrates continued a discussion related to electrical and building inspection fees and concluded that several factors needed to added to focus of the scope of the bids and revisit the issue later by the end of the calendar year.
The Court approved the first reading of a resolution for Industrial Revenue Bond for the Green River Solar project that is planned for the western edge of the county near Irvington. The vote was 5 to 1 with Sixth District Magistrate Trey Webb voting against the motion. The bond issued by a state or local government on behalf of a private company for a specific project. The bond will allow Green River Solar owned Nextra Energy to receive tax credits for the 200 megawatt solar farm at no risk to Meade County. It also does not impact the county’s credit and bond ratings. Proceeds from IRB will be split 57-43 between Meade and Breckinridge Counties based upon the property tax rates which will results to approximately $137,856 annually for Meade County based upon the solar megawatt production of the project.
In other business, the magistrates heard and approved the first reading of and ordinance for the Reapportionment Report on Magisterial boundary lines and commissioner compensation. The realignment of the magisterial districts will only impact to a 300 people between the First and Second districts in order to provide a balanced representation of the population of the county. The court also heard the second readings of an ordinance related to the hiring of the Planning and Zoning staff and the amendment to the county road ordinance.
Fiscal Court approved an extension of electrical inspection for the Nucor project until October at a cost of $60,000 paid by Nucor to complete the three main buildings. After October the inspections will transition to the state. The court approved establishing EMS billing balancing policy and financial hardship application. They also approved the 2023 Spay and Neuter Grant Partnership with the Pets In Need Society that will be used to help control the cat population in the county.
The court approved four rezoning requests from the Planning and Zoning Commission. Judge Executive Troy Kok asked the court to advertise for bids for replacing overhead doors for the jail sally port. He also asked the court to table action of a request to allow a proposed legal street race. The October event would close a portion of a state maintained highway during an overnight period to allow street drag racing. The organizer is willing to provide the county with remaining proceeds after expenses of the event. Judge Executive Kok said that some questions have been raised that he is awaiting an answer from the state before local leaders can move forward with a decision.
Magistrates approved a five year lease agreement with the Meade County Board of Education for use of the facilities at Meade Olin Park. The lease was negotiated to ensure that the county recovered it’s expenses on the baseball and softball field used by the school district. Fourth District Magistrate Gary Chapman asked if the district had considered building their own complex to promote the student athletes and help expand activity resources for the county’s Parks and Recreation Department. There currently are not any plans for school district owned facility.
The court entered into a twenty minute closed session to discuss personnel and returned to act to retain an employee with a probation period of six months. At the beginning of the meeting, the court heard concerns related to the Solid Waste and Recycling Center fees and how it related to house hold trash collection.
