
Members of Meade County Fiscal Court worked through a lengthy agenda during their regular monthly meeting Tuesday (5/13) night.
Magistrates discussed bids for the Solid Waste and Recycling Center building project. Solid Waste and Recycling Coordinator Jacob Butler recommended accepting Prodigy Construction from the received bids for the construction of the new building. Butler acknowledged that Shireman Construction’s bid was lower in both rounds of bidding but they didn’t provide a completion time frame unless they were awarded the bid. Prodigy Construction offered a 17 week completion time frame for the project in their bid proposal. Butler admitted to the Fiscal Court that he had not disclosed the time frame during the bidding process which a critical factor in order to meet insurance claim requirements.
Daniel Shireman addressed magistrates during the public session at the beginning of the meeting stating that he was willing to provide a time frame but he wasn’t aware that that was needed with he submitted the bid. As the court discussed the issue, County Attorney Sidney Durham explained to the court that the bids could not be amended or added to once they had been officially opened. The situation resulted in a recommendation to review how project bids are drafted to ensure all of the necessary information is included before bids requests are made.
Butler also provided an update from the previous fire which is resulting in a new procedures to assist in handling offloaded materials and safe guarding the safety of the facility and personnel.
In other business, Court Appointed Special Advocates of the Heartland Executive Director Michelle Kail provided an update on the CASA efforts since August 1, 2024 in Meade County. She said the non profit agency has assisted 22 children with 8 cases permanently closed with 14 community advocates. She said in 2025 so far CASA has assisted 16 children and have permanently closed 6 cases with 12 advocates. Kail said efforts costs $2,100 per child to represent them in court. Kail asked magistrates for budget request in the amount of $5,000 to assist the agency. After brief discussion, the court unanimously approved the funds.
County leaders approved an update to the EMS Staffing requirements to their Standard Operating Procedures. They also approved updates to the E911 Center Policy and Standard Operating Guidelines which aligns the guidelines with the latest state and national telecommunicator standards. Magistrates approved the Sheriff 2024 Annual Settlement in the amount of $2,789.88 which includes previously turned over excess fees. They also caught up Sheriff 2022 Tax Year Mineral Tax Settlement which had been over looked by state auditors which resulted within a few cents per mineral noted.
Fiscal Court approved road estimates for Burgandy Lane, Adams Way, and Jerry Hardesty Road. Estimated costs by the road department will be valid for 1 year for work to bring the roadways to standards to be added into the county road system. Magistrates approved the 2025-26 pay scale and the reappointment of Alan Sipes to the Flaherty Fire Protection District Board of Trustees and Billy Board to Ekron Fire Protection District Board of Trustees.
Grant Writer Jordan Wilson reported that Meade County received $490,831.25 in grant funds for the Solid Waste & Recycling Coalition that will be divided among several counties. Meade County received $219,984.25 allotted for equipment at the Solid Waste and Recycling Center. Fiscal Court approved 8 resolutions for grants related to boating access at Wolf Creek, Concordia, Riverfront Park, Kentucky Trail Town Program, Recreational Trails, Firewise USA Community, and Emergency Management Assistance.
Magistrates adjoined into an half hour executive session for the purpose to discuss possible pending litigation which no action was taken.
