
Kentucky State Police say five people are facing charges related drug trafficking and official misconduct after drugs were found inside Eastern Kentucky Correctional Complex.
Eastern Kentucky Correctional Complex contacted Kentucky State Police in September 2025 leading to a joint investigation into suspected drug trafficking, money laundering, promoting contraband and organized criminal activity.
Kentucky State Police says the investigation found two former correctional officers at Eastern Kentucky Correctional Complex, William Caudill and Dwayne Skaggs, distributed narcotics in the facility. Two inmates held at Eastern Kentucky Correctional Complex, Shane Wilder and Challis Davis, are accused of distributing the drugs.
Investigators say Wilder’s mother, Donnie Wilder, helped in the trafficking operation.
Caudill and Skaggs are each charged with promoting contraband, trafficking in controlled substance, official misconduct and engaging in organized crime.
Donnie Wilder, Shane Wilder and Challis Davis are all charged with promoting contraband, trafficking in controlled substance and engaging in organized crime.
