
Governor Andy Beshear announced on Thursday (4/9) the Commonwealth’s first true reentry partnership with Kentucky’s Community Technical College System.
The partnership proposed in House Bill 5 created the state’s first dedicated reentry campus program to boost second-chance opportunities and fill vital workforce positions across Kentucky. The new law stated that no one would be disqualified from public employment or obtaining an occupational license solely because of a previous criminal conviction, and obtaining a certificate of employment from the department would count as rebuttable evidence for the ex-convict’s rehabilitation.
Ryan Quarles, president of the KCTCS, said House Bill 5 was a powerful way to reinforce the college system’s dedication to its community and improve the future of the state’s workforce.
