One of the three people who have been indicted in connection to the death of a seven-year-old under foster care has been arrested in Lexington.
Deborah Francis, 56, is being held on manslaughter charges in Fayette County Detention Center in connection to the death of seven-year-old Ja’Ceon Terry in July 2022.
Francis was indicted alongside Jillian Parks and Amanda Whitlow on July 15.
Terry had lived within the Bellewood and Brooklawn foster care facility in Bashford Manor. After his death, which the coroner said was from “positional asphyxia” and ruled a homicide, the facility released a statement saying two staff members who were involved had been fired.
The state later ordered all children to be removed.
