A former Kentucky State Police trooper pleaded guilty to two counts of deprivation of rights in federal court Wednesday.
Thomas Czartorski, 36, will likely spend 30 months in prison, according to the terms of his plea agreement.
Czartorski told the judge he was guilty of violating the rights of two people in 2020 by using excessive force.
In March, 2020, Czartorski stomped and kicked Justin Halcomb after a chase in Hardin County after Halcomb was already restrained. Then, one month later, the trooper used his flashlight to hit Thomas Davis during a DUI traffic stop after Davis was already in handcuffs.
Czartorski had just completed a three-year diversion sentence from state perjury charges in another case involving Alex Hornback. In that case, Czartorski is seen in a hidden basement surveillance camera hitting Hornback once Hornback was on the ground. Czartorski then lied about doing so during a sworn deposition.
Czartorski’s co-defendant, Kentucky State Police Trooper Cameron Wright, pleaded guilty in June to civil rights violations from the same indictment. One other Trooper, Jarrod Lewis, has not yet entered a plea.
Czartorski faced a maximum of 20 years in prison prior to the plea agreement.
His sentencing is scheduled for November 4.
