A former Kentucky State Police trooper has been indicted for allegedly stealing funds from the agency’s youth camp.
Court records show a Clinton County grand jury returned an indictment against 46 year-old Jonathan Biven, charging him with theft by unlawful taking between $10,000 and $1 million.
Biven is the former director of Trooper Island Kids Camp, a one-week camp for Kentucky youth on Dale Hollow Lake near the Cumberland and Clinton County line.
According to the indictment, the alleged theft happened between January 1, 2019, and September 30, 2024, and involved revenue or funds belonging to Trooper Island.
Prosecutors said Biven “unlawfully took or exercised control” of the camp’s money “with the intent to deprive” the organization of its property.
Louisville Regional Airport Authority spokesperson Natalie Chaudoin confirmed Biven now works as a public safety officer at the Louisville Muhammad Ali International Airport (SDF).
She said effective Friday, August 7, 2026, Biven was placed on administrative leave with pay from the Louisville Regional Airport Authority pending further investigation into this matter.
In a statement, a Kentucky State Police spokesperson said the agency found “potential misappropriation” of the camp’s funds by the former Trooper Island director after he retired in September 2024.
Following an investigation of financial transaction records, the case was sent over to the Clinton County Commonwealth Attorney’s Office.
The spokesperson also said Kentucky State Police is committed to upholding the integrity of Trooper Island Camp and providing meaningful, quality experiences for children across the commonwealth. Since its creation, Trooper Island has served over 40,000 youth, many of whom have gone on to serve with the Kentucky State Police and other law enforcement agencies.
Biven is expected in court for arraignment on September 10 at 9 a.m.
