A Louisville man was arrested Monday after police say he kidnapped a woman and her baby at gunpoint when she stopped to help him after he crashed a stolen vehicle.
Phillip Stivers, 49, is facing the following charges, according to court documents:
Kidnapping an adult
Kidnapping a minor
Convicted felon in possession of a handgun
Receiving stolen property worth $10,000 or more
Wanton endangerment (first degree)
Leaving the scene of an accident/Failing to render aid/Assist with death or serious physical injury
Terroristic threatening (third degree)
No operators/moped license
Failure of non-owner operator to maintain required insurance
On September 7, Stivers was reportedly driving a stolen vehicle when he was involved in a two-car collision at the intersection of 7th Street Road and Oleanda Avenue, according to his arrest citation.
After the crash, Stivers exited the vehicle and approached a vehicle that had pulled over to render aid. A mother and her 6-month-old baby were inside the vehicle.
Police say Stivers brandished a handgun, pointed it at the woman, and instructed her to drive him away from the scene of the collision. He threatened to shoot both her and her baby if she did not comply and said that he had active warrants.
Stivers had the victim drove him around, demanding she disregard a traffic light in the process, but she refused. He then exited the vehicle near Blanton Lane and fled on foot, according to his arrest citation.
The crash Stivers was involved in caused two victims to suffer serious physical injuries. They were both taken to the hospital for treatment.
Stivers is currently being held at Louisville Metro Department of Corrections on a $25,000 bond. He is expected back in court for his arraignment on September 16.
