
Members of Meade County Fiscal Court met during their regular meeting Tuesday (12/10) evening to work on several issues.
At the beginning of the meeting, magistrates revisited tabled action related to audit report of Fiscal Court for the year Ending June 30, 2023. The court has had the matter tabled after a auditor’s note a related to the county detention center canteen fund for a second year. Magistrates tabled their action on the matter to allow Meade County Jailer J.J. Scarborough to come before fiscal court and explain what corrective procedures were implemented to resolve the matter. Scarborough had provided a statement through the county attorney a couple of months ago but magistrates requested that he come before them to provide answer to their questions. When magistrates went to revisit the matter, Scarborough was not in attendance, resulting in the court to retable their action of the audit report. The court went into lengthy executive session for the purpose of to discuss acquisition or sale of property; discussions between a public agency and a business entity; and to discuss possible litigation pursuant to KRS 61.810. They returned from the executive session, voted to direct the County Treasurer to hire a independent audit of the Detention Center’s canteen fund for fiscal years 2022 and 2023.
In other business, the court approved the hiring of the engineer for the Lincoln Trail Area Development District to be the project manager for the construction on Mooreman Road. Magistrates approved the appointments of Kyle King to the Meade County Extension council for agriculture and natural resources; Stephanie Lee to the 4-H Youth Development council; Paul Volkov and Eddie Bohannon as the Lincoln Trail Area Development District Citizen member; and Jim Preher to the Battletown Fire District.
The court approved the emergency repair of a hot water heater for the courthouse and detention center from Advanced Mechanical in the amount of $12,562.55. They also approved $15,000 annual pledge to the Knox Regional Development Alliance for the years 2025 through 2031, which totals $75,000. Magistrates opened three bids related to the purchase of a new ambulance and two bids for box swaps. The court approved the lowest bid that matches the bid specifications for each proposal.
The county received $49,000 in Litter Abatement grant funds to pick up trash along county roadways. Seven local groups worked along with the Class D inmates from the detention center cleaned up 707 miles of right of ways this year. The court approved the payment of $44,437 to the Detention Center to cover expenses for the litter abatement program.
Magistrates discussed and tabled the second reading of the Signs and Outdoor Advertising Permits ordinance for Planning and Zoning. Third District Magistrate Billy Sipes voiced concerns over the broad definition and how it could be interpreted in the future as to what constituted a outdoor sign. Sipes along with Sixth District Magistrate Troy Webb expressed concerns related to existing signage and where the line of determination for “grandfathering” signs into a information database. The ordinance could have to redrafted and brought back to county leaders to restart the process of implementation.
The court approved an estimate of $18,544 for improvement work on Brady Lane in order bring the roadway into the county road system.
