Muldraugh City Council met Monday evening for their regular monthly meeting with four members present.
The meeting was opened for guests to speak.
Justin Mayoros, who came to the August meeting, approached the Council again concerning the sign at the adult book store. Mayoros assured the Council he didn’t want to make any trouble but was hoping to find a solution to get the wording on the sign changed. Mayoros said he even had someone that was willing to pay for a new sign if the owner was agreeable. Mayor Joseph Noon advised Mayoros that he didn’t feel there was anything the City could do about the sign because of first amendment rights. Councilman Jerry Noel advised Mayoros to get in touch with the Liberty Council concerning the matter.
Citizen Ron Grammer inquired if there was a policy in writing that would allow any citizen the use of city hall for a function. Mayor Noon advised Grammer city hall was available for functions. Grammer also expressed his displeasure of the consideration of selling the property at 702 South Dixie Highway since he was the person responsible for the city acquiring the property at no cost.
Russell Cowins spoke on behalf of Muldraugh Community Action Group (MCAG) and stated the organization did well at the festival, raising $2,113.00 in two days. Cowins invited the City Council and the public to a Thanksgiving dinner on November 3. He announced he will also have an auction during the dinner. Muldraugh Community Action Group will partner with the Muldraugh Ladies Auxiliary on October 20 when the Muldraugh Community Action Group will host a haunted house and the Auxiliary will have a street dance.
Assistant Fire Chief Anthony Lee reported the fire department did good raising money at the festival with no problems arising. The ice machine was replaced at the fire house at the cost of $1,800. The fire trucks are undergoing annual pump tests which are required to keep the ISO rating. The main engine needs some brake and air conditioner repairs. The truck will be sent to have these things investigated. Numerous attempts have been made to secure a quote on new gutters for the firehouse with no luck. Meanwhile, the existing gutter has been removed but the department will continue to try and get someone to replace the gutter before winter. The fire department will participate in the Trunk or Treat to be held at Meade County Fire Station in Brandenburg on October 26. The department will also hand out hot dogs at the Muldraugh fire station on Halloween.
Public Works Supervisor Anthony Lee reported sewage sent for treatment in August was 4,387,600 gallons and water purchased was 2,089,140, making a difference of 2,298,460 gallons of infiltration. Another section of sidewalk has been laid this past month before the rain set in. Lee intends to have the sidewalk project complete before it gets too cold to pour concrete. Lee brought up a problem with residents that do not have water service but continue to get the benefits of dumping into the city’s sewer and getting their garbage picked up. He asked the Council to consider what might be done to help solve this problem.
Joe Bailey of Water Management Services was present discuss the contract for an engineer for the proposed sewer rehabilitation project. The contract would secure the services of Water Management Services to engineer the project should the City get funding and proceed with the project.
Motion was made by Robert Mattingly and seconded by Russell Cowins to give Mayor Noon permission to sign the contract with Water Management Services to engineer the proposed sewer rehabilitation project. Motion carried by a 3-1 voice vote.
The council unanimously voted to appoint Tina Maddox to the Planning and Zoning Commission.
The council also voted to have a city-wide yard sale on November 3, 2018.
