
The Brandenburg City Council discussed zoning issues related to RV parks during their regular monthly.
Local business owner and property owner Rena Singleton approached city leaders to obtain a business license for a RV park that she is currently in the design phase to accommodate construction workers for the Nucor Steel project. Singleton told council members that she originally was not looking to get into any other business ventures involving RVs. She changed her mind after several requests and inquiries regarding prospecting sites to house construction teams. The property at 520 Broadway owned by Singleton is zoned C-1 for commercial which accommodate about 20 RV sites between Broadway and Old Ekron Road.
During the 40 minute discussion, it was determined that Singleton and the city leaders have differing opinions on the interpretation of the city zoning ordinance which does not include RV parks in commercial zoned areas. City leaders have reviewed the situation and offered to issue conditional use permit for the property until the zoning ordinance can be reviewed and updated by city leaders. Mayor Ronnie Joyner said that Singleton had yet to provide a development plan for the park which would make it difficult for the council to approve a business license or determination if the property is zoned correctly. Singleton contested that by the property being zoned as C-1, it could include RV parks because C-1 zoning include some provisions of R-1,2 & 3. She asked if a nearby proposed RV park had a similar approval process. Mayor Joyner and others stated the property in question was rezoned by the owner from Industrial use to R-3 to fit the requirements of RV dwellings. Singleton also questioned the permitting process of the city’s RV park.
The conversation concluded with council members weighing the current needs of the community and lack of a clear process to accomplish the request in the unique situation. The council voted approving a conditional use permit and business license which will be subject to meet all state and local requirements.
In other business, the council recognized Barbara Harned as the October Yard of Month. Council members heard and approved the second reading of revisions of the City Planning and Zoning ordinance which was first read at the March meeting. They also approved the first reading of the ordinance amending the current fiscal year city budget.
Mayor Joyner asked for the council’s approval to a line of credit and a new checking account exclusively for the new waste water treatment plant project. The line of credit will work similar to a bridge loan to begin paying the expenses that could start within the next month. The loan would be repaid as soon as the city receives the proceeds of the sale of bonds to finance the project. The loan is with Meade County Bank at a interest rate of 1.75 percent. Council member Maggie Love asked if other local banks were sought to provide the line of credit. Mayor Joyner said that this was offered by the bank which was lower than Wesbanco at a rate of 3 percent. The council voted 5 to 1 to move forward with the financing.
The council voted to approve the new purchase of playground equipment for the Riverfront Park. The new fixtures should installed before next spring depending upon schedules and weather. Public Works Director T.J. Hughes reported the monthly water loss was 36 percent due to 14 water line breaks that have been repaired. He reported that work was complete on the refurbishment of the Old State Road water tower. If water samples taken on Monday (10/12) return clean, the water tower could be back online by Wednesday.
City council members received an update from Police Brian Hagg regarding the closer of the Meade County Clothes Closet. The business license was revoked due to a issue with fire safety codes. The issues have been cleanup and corrected and work is being to done to resolved the violations. The council voted to approve a new business license for the store.
