All massage facilities in Jefferson County must now obtain a local license if they want to stay in business.
Louisville Metro officials on Wednesday said the goal is to shut down fronts for sex trafficking and exploitation.
The new regulations apply to any business offering therapeutic, relaxation, or other massage services.
Licensed medical professionals, health facilities, and massage schools are exempt.
If license applicants pass a zoning review, then Metro ABC inspectors will make an on-site visit.
The new law is supposed to make it easier to identify operations engaging in human trafficking, exploitation, labor and safety violations while disguised as legitimate businesses.
All businesses offering massage services must pay $50 for a provisional license and $150 for a permanent license.
