A Kentucky judge overruled a challenge against a state law aimed at protecting children from sexual predators.
House Bill 207 was passed by the General Assembly and signed into law by Governor Andy Beshear in 2024, banning the possession of child sex dolls and computer-generated sexual material that includes identifiable children.
The law was challenged by 51-year-old Kenneth Moore following his arrest in July 2025, who said it violated his constitutional rights. Moore was taken into custody after a search warrant was executed at his home, and a forensic search of his cellphone recovered videos and images of child sexual abuse.
Attorney General Russell Coleman filed a brief April 8, 2026, to uphold the legislation, calling Moore’s challenge “absurd.”
According to Coleman, a Union County Circuit judge ruled Friday to uphold the law and found Moore guilty of five counts of promoting a sexual performance by a minor less than 16 years of age, one count of trafficking a child sex doll and 10 counts of possession or viewing of matter portraying a sexual performance by a minor, with the jury recommending a 20-year prison sentence and that Moore register as a sex offender.
Moore is scheduled to be sentenced January 11.
