
People staying at Shively’s Louisville Manor Motel were suddenly kicked out Wednesday afternoon, after attorneys representing the motel lost an appeal to prevent its closure.
The motel has been in the spotlight since September, when the property was ordered to close by Metro Codes and Regulations for being a “criminal activity nuisance.” The motel was allowed to stay open while owners appealed, but that appeal was denied in a Metro Codes and Regulations Board hearing Wednesday morning.
The decision came after several witnesses were called to testify at the hearing, including several officials from Shively and the Louisville Metro. One of those witnesses, Shively Police Officer Andre Bottoms, said the department has responded to more than 200 runs to the motel since January 1, 2024.
Public Health Manager Sierra Warren also testified and said she has inspected the motel may times, almost always finding violations.
New video was also unveiled at the hearing, showing one of the many documented incidents of crime at the motel. The video showed Shively Police doing a “tavern check” of the motel’s X-rated theater area.
Officers in the video see several men watching pornography in a room together, while a man and a woman engaged in sexual activity in a room just feet away, with the door wide open. Motel management is seen nearby, but did not act.
The video also shows a crack pipe and drug paraphernalia in the room with the couple, who told police that they had never met prior.
Despite pushback from Louisville Manor attorneys at the hearing, the Metro Codes and Regulations Board decided to uphold the Metro’s recent shut down order, and demanded that the motel be closed immediately and for a $2,000 fine to be levied. The Louisville Manor’s attorneys said they will appeal in District Court.
Wednesday’s hearing ended at 12 p.m. and by 1 p.m. Shively Police alongside Metro Codes and Regulations showed up to the motel to shut it down. Dozens of people were ordered to vacate by police officers. Many of them were seen leaving with belongings and complaining about losing room deposits.
