Kentucky lawmakers on an interim committee heard from election officials about House Bill 139 months after passing the more than 120-page bill. Election Day is two weeks away.
The bill addresses campaign finance, rules poll workers must follow and the kinds of identification accepted to vote. One provision removes Social Security cards or food stamp cards as a form of ID to vote, according to language in the bill that became law in April 2026, without the governor’s signature. The bill also changes campaign finance limits. The limit on individual contributions was $2,200 and is now $3,500.
House Bill 139 passed largely along Republican Party lines and was vetoed by the governor, who said the bill makes it harder to vote. The veto was overridden, and the bill became law in April. Some changes in the law will not take effect until next year. He said most of what is in the bill was approved under an emergency clause.
