
When a public school teacher in Kentucky appeals a firing by a superintendent, there’s a good chance a tribunal will reverse it.
Superintendents in Kentucky want to change the system. But a bill introduced this year to replace the three-person tribunal with a hearing officer who is an attorney trained in education policy was unsuccessful.
Kentucky Association of School Administrators Executive Director Wayne Young has looked at cases dating to 1992 and found that most terminations were reversed or modified.
Young says the tribunal system is “inconsistent and unpredictable.”
The Kentucky Education Association, a school employees group, defended the tribunal system, saying it ensures due process that is fair and unbiased.
