
A Louisville man has been arrested after police said he secretly recorded multiple people, including a minor, using a camera hidden in a shared bathroom.
Chad N. Spurlock, 38, has been charged with multiple felony counts, including promoting a sexual performance by a minor under 16, possession of matter portraying a sexual performance by a minor and voyeurism.
According to court records, the investigation began on July 15, when child protective services received a report that a victim had found a camera actively recording inside a bathroom.
Investigators said they discovered Spurlock had texted the victim’s mother, whom he knew from a previous relationship, asking if she had found a camera he placed in the bathroom.
According to police, a review of the camera’s memory card revealed 15 videos of residents changing, showering and using the restroom without knowing they were being recorded.
Eight of those videos were of a 14-year-old female victim. The camera’s Wi-Fi capability may have allowed the footage to be shared with a mobile device, according to investigators.
Police said the 38-year-old texted the minor from a burner phone on July 25, apologizing and asking for forgiveness.
Spurlock was taken into police custody on Friday, September 4, and lodged in the Louisville Metro Department of Corrections. A judge set his bond at $100,000, with conditions of home incarceration, electronic monitoring and no contact with minor children or the location of the offense.
